Per our discussion, we are looking to make this change to all references of a "majority vote" in either the Charter or the By-Laws:

Old language: "simple majority (50%+1) vote"
New language: "majority of votes cast by the Council"

A simple (50% + 1) majority will be required, along with a quorum of 75%+1 as this includes a change to the Charter itself.

Thanks everyone for voting. This vote is now closed, results being:

Yays: 15
Nays: 2
Abstains: 0

Total votes: 17

A majority of 50%+1 is needed, quorum was reached, and with the abstentions removed the Yays have it. Charter has been updated with the new wording with regards voting majority.
